The availability of weapons of mass destruction makes today's terrorism
a danger of unprecedented magnitude. Our enemy is motivated by dynamics
that are beyond the ability of our diplomatic and economic muscle to control.
While we can count on our armed forces to prevail against the opposition
on the battlefield, ultimately, military retaliation alone is not likely
to create a satisfactory endstate. True sustained victory will require
that the US adapt in many ways. All the required changes are true to the
values of America, including cutting edge psychological operations, and
would herald the onset of fundamental spiritual enlivenment.

Medical Corps, US Army Reserve, is currently the commander of the
349th General Hospital, headquartered in Los Angeles, California.
A graduate of the Army Command and General Staff College, he has
over 31 years of commissioned service.

his medical degree and master's degree in public health from Tulane
University, and is a board certified family physician. He has taught
Transcendental Meditation and researched the application of technologies
