Observing the Assessment of Research Information by Peer Reviewers, Newspaper Reporters, and Potential Governmental and Non-Governmental Users: International Peace Project in the Middle East — (341 page Doctoral Dissertation, Harvard University, 1996) Dr. Carla Linton Brown explores whether and how members of the Middle East policy community apply truth and utility tests to Invincible Defense Technology (IDT) related research published in the Journal of Conflict Resolution showing a dramatic reduction in conflict and death – 45% reduction in war intensity and 75% reduction in war deaths, when a critical mass of people used IDT together. Dr. Brown found that several respondents in each elite group that she interviewed were likely to examine a similar paper in the future, motivated in part by their examination of the quality of science involved. She also explores how some of her interviewees did not take the effort to examine the research, including some social scientists who were critical of the research. Dr. Brown explores means for overcoming barriers to use of this research, including prejudice. At a time when the research outcomes described are greatly needed, this pioneering doctoral dissertation may provide context for those who want to understand their own prejudice or built in reservations. Dr. Brown has made this paper available to help military leaders better understand why Invincible Defense Technology is difficult for people to accept; and how these barriers can be overcome. It is hoped that military scientists and analysts will study this paper carefully because it will help them explore this research in a more open-minded fashion. As one of Dr. Brown’s respondents said, "People who were trying to [prevent massive suffering and loss of life] can’t afford to say, ‘I’m not going to read it or go further.’"
